Catch Basin vs Dry Well

Catch basin's primary function is to filtrate and collect excessive runoff water; the same idea lies with a dry well.
However, the significant difference between the two is that the catch basin is directly connected to the storm line and does not allow the water to stay at the property. While in the dry well the runoff water is meant to stay and absorb into the ground without overflow spill to the city storm line. And only when the water level is excessively high, it would flow into the storm drainage system (the storm pipe branch connected high above, if it is connected at all), and that is not always the case.

A dry well eases the pressure on the city storm line during the rainfalls and snowmelt times, while a catch basin diverts all the water away from the property and adds it to the municipal storm line.

However, during heavy rains, the outdated infrastructure system often mixes with sewage and storm waters and it all goes untreated into our rivers and lake Ontario. The city of Toronto tries to reduce the residential properties' input to the main sewer and storm systems by providing the rebate for installing basement flooding protection devices - backwater valve and sump pump and capping residential runoff storm waters from connection to the city line.

If you consider installing a dry well, the installation should be performed only by a professional and reputable drainage contractor. The dry well installation mistakes could turn your yard into a swamp.
It is worth mentioning dry well works well only if installed according to the standards; otherwise, it would do more harm than good. The yard area should hold a large volume of water - absorb and filtrate it effectively in a short period. Considering the density of Toronto and the GTA area, houses on average do not have big green yards sufficient to install a dry well properly.

A catch basin installation is much more practical and money-wise, and on average, a lot more options are available for the installation. Catch basins do add extra pressure on the storm drainage system; however, it would guarantee that your house is safe and sound during rainfalls and snowmelts.

Besides having a large driveway, patio, paved areas, it is always recommended to have some green open space for proper runoff water drainage.
